    is now being used by the Los Angeles County Sheriff’s Department to send free

    The Santa Clarita Valley Sheriff's Station is launching this new system today, Friday, August 20, 2010. Effective today, press releases from the Santa Clarita Valley Sheriff's Station will no longer be posted on this website. Those who are signed up to receive the station's messages via e-mail will be required to sign up for the new Nixle instant notification system if they wish to continue receiving press releases and information relevant to public safety in the Santa Clarita Valley directly from the station.


    “With the Nixle instant notification system, the Sheriff’s Department can communicate accurate,
    timely, and reliable information directly to the public via your cell phones and email,” said Los Angeles County Sheriff Lee Baca. “Nixle is a great success story of a public-private partnership that enhances public safety at no cost to taxpayers," he added.

    Nixle® Alerts:
    Stay informed and subscribe to up to four types of color-coded alerts (Don’t text
    and drive. Please only read messages when it is safe to do so):

    1. Alert messages (coded red) are used for Amber alerts, kidnapping and other crimes where immediate public assistance is needed.

    2. Advisory messages (coded yellow) are used for seeking information on crime suspects and public safety messages.

    3. Community messages (coded green) are used to inform residents about safety tips, recent crime trends, and public safety agency special events.

    4. Traffic messages (coded blue) are sent to advise of major road closures & collisions.

    Suspect Wanted in 2009 Castaic Sexual Assault Arrested in New York

    It wasn't luck that resulted in handcuffs being placed on Suspect Eugene Lee Upshaw in upstate New York Thursday night, it was relentless detective work.

    Wanted for a brutal August 20, 2009 Castaic sexual assault, Suspect Upshaw will face felony charges in Los Angeles County including sexual assault, kidnapping, assault with a deadly weapon, rape by force, sodomy, and other sex crimes.

    Suspect Upshaw was arrested by the Steuben County Sheriff's Office, New York, thanks to the persistent assistance of deputy U.S. Marshals across the United States, and the relentless efforts of Santa Clarita Valley Sheriff's Station Detective Dave Campbell.

    Detective Campbell said, "There was no way we were going to let the suspect get away with this. We all knew we would never stop until he faced justice."

    A series of small clues, DNA evidence, and skilled detective work by Los Angeles County Sheriff's Department Detective Campbell helped provide the information needed to help locate the whereabouts of the suspect. The expertise of deputy U.S. Marshals, and rapid assistance by deputies with the Steuben County Sheriff's Office resulted in the arrest of Suspect Upshaw one year and six days after the assault.

    Suspect Upshaw's bail is set at $10 million. He is awaiting extradition to California.

    Indecent Exposure Arrest made at Local Park - Valencia

    Wednesday - August 25, 2010 - 5:25 p.m. - Valencia Central Valley Park

    Deputies Dubin and Jones responded to reports of an indecent exposure occurring at Valencia Central Valley Park, 23600 Block of Carrizo Drive, Valencia. At the park several witnesses pointed out a man who was lying on the grass with his pants down and his body exposed. The witnesses reported that the man had previously been rubbing himself in an indecent manner. Jeremy Bixler, M/30, resident of Valencia, was arrested for indecent exposure, public intoxication in a park, possessing alcohol in the park, and nudity in a park. During the arrest, Bixler resisted by refusing to walk, dragging his feet on the ground, screaming profanities, and stating his objection to being arrested. He was ultimately pepper sprayed to gain compliance and was additionally charged with resisting arrest. He was transported to Santa Clarita Valley Sheriff's Station, where he was booked and then released on a promise to appear.

    Public Safety Notice: Saugus

    Saturday - August 21, 2010 - 8:45 p.m. - Saugus: Central Park

    Public Safety Notice: Deputies Investigate Report of Kidnapping and Child Annoyance In Saugus -The Santa Clarita Valley Sheriff's Station is investigating a reported incident of kidnapping and child annoyance in Central Park, 27150 Bouquet Canyon Road, Saugus.

    A Saugus resident, female 14, reported she was walking to meet some friends in Central Park about 8:45 p.m. on Saturday evening.  She was near a group of trees when suddenly a man grabbed her arm and pulled her to one of the trees.  He pushed her up against the tree, leaned his body up to hers, and pushed his face toward her in an attempt to kiss her.  The victim, told the suspect, "Stop," and turned her head to the side.  The victim said that she heard the sound of someone approaching.  The suspect suddenly released her and took off running.  The victim located her friends and immediately called home.  Deputies were notifed once the victim was safe at home.  

    The Santa Clarita Sheriff's Station is seeking public assistance from anyone who may have seen this man. The suspect is described only as a male Hispanic, between 5 feet 5 inches and 5 feet 8 inches in height, wearing all black with a black beanie.   

    All residents are asked to be extra vigilant in reporting suspicious persons matching the above description.  Don't delay, call 9-1-1.  

    By taking a few precautions, you can greatly reduce the risk to yourself, and also discourage those who are intent on committing crime. 

    Santa Clarita Valley Sheriff's Station officials are offering the following personal safety tips:

    • Always be alert and aware of the people around you, especially if you are alone or it is dark.
    • Use the buddy system -- Children should never walk alone
    • Educate yourself concerning prevention tactics.
    • Be aware of locations and situations which would make  you vulnerable to crime, such as alleys, dark parking lots, and remote, unlit, or sparsely traveled walkways and pathways.
    • Whenever possible, travel or walk with a friend.
    • Stay in well-lighted areas as much as possible.
    • Avoid doorways, bushes, and alleys where someone could hide.
    • Walk confidently, and at a steady pace.
    • Do not respond to conversation from strangers on the street when other risk factors are present, continue walking.
    • Don't set a pattern - use different routes of travel and varying times when walking, exercising, or leaving your house or place of business.
    • Immediately report suspicious activity or persons in your neighborhoods to the Santa Clarita Valley Sheriff's Station.
    • Be a good witness - Try to get a vehicle license plate number. If you can't get the vehicle license plate number try to get as much identifying information about the vehicle or person as you can. Such as, color, make, model, damage, type of rims, stickers, etc. pertaining to vehicles. Clothing, scars, tattoos, oddities, etc. pertaining to people.
    • Take a cell phone picture or video of the person or vehicle if you can safely do so. Save/store the information in your phone or PDA.
    • Write down license plates of unfamiliar vehicles in your neighborhoods in case something comes of them at a later date. The information may solve a case should a crime be occurring.

    Crime Rates Decrease in the City of Santa Clarita in 2010

    Major crimes decreased by 6.2% in the city of Santa Clarita for the first seven months of 2010, based on preliminary crime statistics compiled by the Santa Clarita Valley Sheriff’s Station.

    The City saw a decrease in all Part 1 crime categories in comparison to 2009 except for rape which increased from 13 to 18 incidents. Criminal homicide is down 50%; arson has dropped 53.8%, while aggravated assault dropped 11.7%; larceny theft dropped 3.1%; robbery is down 2.5%; burglary 10.6% and grand theft auto is down 9.3%.

    The Santa Clarita Valley Station is focusing its efforts on gangs and narcotics in the coming months, which will included added resources and the reallocation of personnel to reflect a major emphasis on these areas of public safety.

    “The Sheriff’s Department and the City will partner to put into operation an aggressive and comprehensive gang enforcement strategy. The program is currently in the developmental phase. If successful, this model will be used in other areas of the City,” explained Captain Paul Becker.

    Since Becker was named Sheriff’s Captain in March of this year, he has focused his efforts on several key issues including the development and implementation of a new tracking system for crime tips. The process is automated, provides a follow-up and accountability system, assigns specific sheriff’s personnel to each crime tip, and requires that tips are resolved in a timely manner.

    A significant benefit of this new tracking system is that many of the tips are directly assigned to field deputies, which will allow for proactive enforcement efforts and immediate attention to suspected crimes and areas of concern in our community. The new tips system also provides greater accountability and follow up to those reporting suspected crimes.

    Man Electrocuted During Apparent Copper Wire Theft Attempt - Serious Condition

    A Tujunga man, MW/40, is in serious condition today after apparently electrocuting himself during an ill-fated attempt to steal copper wire from Southern California Edison power poles.

    A Santa Clarita Deputy patrolling near Newhall Avenue and the Antelope Valley (14) Freeway just after 6:30 a.m. this morning spotted two men and one of them appeared to be injured. The deputy contacted the men and determined that one of them was in fact seriously injured. The Los Angels County Fire Department was called in and began treating the man for his injuries. The injured man was transported to a local area hospital for treatment.

    As the deputy continued his investigation he determined the second man, Robert Yost, MW/44, also of Tujunga had a 35,000 felony warrant for being under the influence of drugs. Yost was arrested and booked at the Santa Clarita Valley Sheriff's Station on the warrant.

    The investigation continued throughout the morning and Southern California Edison reported that one of their power lines approximately a half mile up a dirt road from Newhall Avenue and the 14 Freeway had lost power at 5:57 a.m. this morning.

    A check of the area revealed that an apparent electrocution had occurred. Through the preliminary investigation deputies have determined that the injured Tujunga man had apparently climbed some 30-35 feet up one of the power poles and then he apparently hoisted a cordless saw up to him using string.

    Deputies believe the man reached out and attempted to cut one of the copper wires in an effort to steal it. The saw apparently arched with the live electrical line sending more than 125,000 volts into the suspect, electrocuting him and causing him to fall from the power pole.

    The suspect sustained substantial injuries from the electrocution and fall, but managed to walk with his apparent crime partner, Robert Yost, down the dirt road. At some point Yost apparently had to carry the injured man. A short time later the deputy spotted the two.

    Deputies recovered the saw and the string at the area of the attempted crime.

    The injured man sustained a severe head injury and heart problems as a result of the incident. He is currently in surgery. If he survives he will likely face felony charges of attempted grand theft.

    The second suspect, Robert Yost, will be add charged with felony charges of attempted grand theft. He may face more serious charges if the injured man, whose name is not yet being released, does not survive.

    Proactive Deputies Bust Woman for Drug Possession

    Friday - August 13, 2010, 11:00 p.m. - Newhall

    Commit Crime - Not in Santa Clarita Valley.  Deputies Dubin and Jones were patrolling the area of Newhall Avenue and Market Street, Newhall, when they saw a red and white van run a stop sign while turning right.  The deputies conducted a traffic stop and when they contacted the driver of the van, they smelled burnt marijuana.  During a search of the vehicle, Deputies Jones and Dubin located a purse containing a syringe containing what appeared to be methamphetamine.  There were also numerous prescription pills in a metal container and a small amount of marijuana.  The pills appear to be generic forms of Vicodan and Dilaudid. 

    The owner of the purse gave deputies a false name.  Her identification was located during the search and it was discovered that she had two warrants for arrest.   

    Alonna Hays F/27, resident of Chatsworth, was arrested for Possession of a Controlled Substance, Possession of Narcotic Paraphernalia, Possession of Prescription Medications, and False Information to Peace Officer, in addition to her two warrants.   

    The driver was determined to be uninvolved in any criminal activity.  A passenger in the vehicle, a male 16-year-old was cited for possession of a cigarette lighter.  He was released at the direction of his parent. 

    Hays is being held at Century Regional Detention Facility in Lieu of $65,000 bail. The investigation is ongoing and there is no further information available at this time.  -ref 13342

    Boating Under the Influence Checkpoint and Enforcement Operation

    Deputies from the Los Angeles County Sheriff’s Department’s Parks Bureau will conduct a Boating Under the Influence (BUI) detection and enforcement operation at both Castaic and Pyramid Lakes this weekend.  This operation is a continuing effort to reduce the number of alcohol and drug-related accidents and fatalities, along with fostering a stronger and more visible deterrent to alcohol and drug use at these two lakes. 

    This Operation will be held on August 14, 2010, at Castaic Lake and on August 15, 2010, at Pyramid Lake.

    The Sheriff’s Department will increase its presence on the water during this operation and conduct enforcement stops and B.U.I. sobriety check points.

    Sexual Assault Suspect Identified **UPDATE**

    **UPDATE - SUSPECT IDENTIFIED IN CONNECTION WITH 2009 SEXUAL ASSAULT CASE IN CASTAIC** 

    Detectives from the Santa Clarita Valley Sheriff's Station have identified a suspect believed to be responsible for a violent sexual assault that occurred in Castaic on Thursday, August 20, 2009. DNA evidence has returned a match to Eugene Lee Upshaw. Detectives are trying to locate Upshaw who may be anywhere in the nation - Detectives from the Santa Clarita Valley Sheriff's Station have identified a suspect believed to be responsible for a violent sexual assault that occurred in Castaic on Thursday, August 20, 2009. DNA evidence has returned a match to the man pictured here -- Eugene Lee Upshaw.

    Suspect_Button_identified_both Detectives are seeking public assistance in locating Upshaw who may be anywhere in the nation, but was believed to be in Phoenix Arizona in July 2010. A 10 million dollar warrant has been issued by the San Fernando Superior Court for the arrest of Upshaw who will face numerous felony charges including sexual assault, kidnapping, assault with a deadly, rape by force, sodomy, and other sex crimes. Upshaw was arrested in 1991 and 1994 in Gallup New Mexico for sex crimes and he should be considered very dangerous. 

    The incident occurred on Thursday night, August 20th, 2009 in Castaic, Unincorporated Los Angeles County. The suspect asked the victim for a ride and she agreed to provide it to him if he bought her a bottle of alcohol. The suspect drove the victim’s vehicle to a remote dirt road in the Castaic area where she was assaulted and raped. Upshaw may be responsible for similar crimes in other states and commonly works as a commercial truck driver. He may live on or frequent Indian reservations.

    Overall Crime Continues to Decline

    Detailed crime statistics for all cities and communities patrolled by the Los Angeles County Sheriff’s Department:

    OVERALL CRIME CONTINUES TO DECLINE IN COMMUNITIES POLICED BY THE LOS ANGELES COUNTY SHERIFF’S DEPARTMENT -

    As of July 31, 2010, preliminary crime data shows that criminal homicides in Sheriff’s patrol areas have decreased by 21.43 percent, compared to the same year-to-date period last year (127 homicides last year compared to 98 this year). This follows a five-year continuous decrease, resulting in a 53.52 percent decrease in homicides as there were five years ago and the lowest homicide rate since 1975. Most notable were decreases in homicides in the Compton Station area (including the city of Compton and nearby unincorporated areas) and Century Station area (which includes the city of Lynwood and nearby unincorporated areas). Compton Station homicides have reduced by 41.96 percent, with 31 homicides last year compared to 18 this year. Century Station had 24 homicides during the same period last year, as compared to 16 homicides this year, for a 33.33 percent decrease.

    Reported incidents of violent crimes (Part I) have declined 3.76 percent, and serious property crimes (Part I) have declined by 3.75 percent in Sheriff’s patrol areas countywide, compared to last year at this time. These numbers combine to show a 3.75 percent decrease in overall Part I crimes. Sheriff’s stations experiencing the most significant decreases in overall violent crimes (Part I) over the same period last year included Marina Del Rey Station at 41.5, percent, Walnut Station at 34.2 percent, San Dimas Station at 25.3 percent, and Lomita Station at 19.5 percent.
